ICC appoints the Elite Panel of ICC Umpires to officiate in Test matches and One Day Internationals around the world. The original panel was established in April 2002 as a part of ICC's international cricket umpiring reforms. The main change was that both umpires in Test match and one of the umpires in One-day international are now independent of the competing nations.
The original Elite Panel of ICC Umpires comprised of Steve Bucknor, Asoka de Silva, Daryl Harper, Rudi Koertzen, Dave Orchard , David Shepherd, Russell Tiffin, Srinivasaraghavan Venkataraghavan (Venkat).

S. Venkataraghavan, who was one of the famed Indian quartet of spin bowlers in the 1970s (S. Venkataraghavan, Bhagwat Chandrasekhar, Bishen Bedi and Erapalli Prasanna) had retired in 2004. Since then there is not a single Indian Umpire to represent the country in the ICC Elite Panel.Elite Panel of ICC Umpires for 2010-11 consists of 13 members , in which 4 are from Australia (Steve Davis, Daryl Harper, Simon Taufel, Rod Tucker), one from England (Ian Gould), 2 from New Zealand (Billy Bowden & Tony Hill ), 2 from Pakistan (Aleem Dar & Asad Rauf ), 2 from South Africa (Marais Erasmus & Rudi Koertzen), One from Sri Lanka (Asoka de Silva) and One is from West Indies (Billy Doctrove).
